Sowell is raising the classic “Officer, I was too drunk to walk, so I had to drive” defense. A quick search of various legal databases reveals no cases in which this defense actually worked.

Driving too slowly is one of the signs police look for in catching drunk drivers. It might be why he was pulled over.
He wasn’t pulled over. He ran off the road into a hedge, as I recall. And it apparently wasn’t the first time he came home drunk, presumably having driven.
Molly Ivins’ and Lou Dubose’s “Shrub” would have been a much more entertaining book had we not actually elected this jackass.
